Constitution

Article I. Name

The name of this organization shall be the Association of Chinese Soil & Plant Scientists in North America.

Article II. Objectives

The objectives of this organization shall be to further communications and friendship among the Chinese soil and plant scientists in North America. This Association has no religious or political purpose or affiliation, nor is it a profit-making organization. The Association will encourage, but not sponsor, nor is responsible for, its members to engage in consulting and technical assistance activities which will benefit the welfare and agricultural productivity of Chinese people everywhere.

Article III. Membership

All Chinese soil and plant scientists in North America shall be eligible to be active members of the Association upon paying dues. Families of active members can become affiliate members. Other person who are supportive of the objectives of the Association can become associate members and participate fully in Association activities except to vote on Association affairs.

Article IV. Officers

The officers shall consist of a President, a Vice President, and a Secretary-Treasurer, each serving a one-year term. The President shall also serve as Editor of the Association newsletter. The term of office shall expire at the end of the annual meeting of the Association. Each year, the Vice President shall succeed the President, and a new Secretary-Treasurer shall be elected by the majority of members present at the annual meeting of the Association.

Article V. Dues

Dues for active and associate members shall be $5.00 (five dollars, registration prior to the annual meeting) per year. Affiliate members shall pay no dues. Changes in dues can be made by a majority decision at the annual meeting. Additional assessment of donations may be solicited under extraordinary circumstances.

Article VI. Meetings

The annual meeting of the Association shall coincide with the annual meeting of the ASA-CSSA-SSSA in time and location. Meeting agenda shall be published in the Association newsletter at least 30 days prior to the meeting time. The officers shall seek inputs from members in planning the agenda and programs for the meetings. Members who are unable to attend the meetings can present their opinions, suggestions, and votes by proxy or by writing to the President.

Article VII. Activities

All planned Association activities shall be announced in the Association newsletter, which also include news of members, news on agricultural developments in China, and other items of interest. Members shall supply relevant news items to the President, who has the responsibility of selecting materials for the newsletter.

Article VIII. Amendments to Constitution

This Constitution may be amended by a 2/3 majority vote of the active members present at any annual meeting, provided that the proposed amendment has been announced in the Association newsletter at least 30 days prior to the annual meeting. Amendments can be proposed by any 3 (three) active members and must be signed and presented to the President, who may refer the proposed amendment to an appointed committee for evaluation and recommendation before presenting the amendment to the Association for decision.
